One of the rings has click stops and is use to limit how far the other ring can close the aperture. Set the aperture you want with the click-sopped ring, use the other ring to open to full aperture for focussing, then use the non-click-stopped ring to close the aperture to the stop pre-set by the click-stopped ring.
