There is some truth to the internet disruption thing, and perhaps this person's ISP or
whatever really has been hit by outage. It wouldn't be fair to them to give them a bad
rap if that were the case.

For all you know, they may have been trying to email you to confirm your shipping details, perhaps getting the same email blockage you're seeing.

Try the eBay route, see if they have a local representative that can connect with them
on your behalf and at least confirm that they have received your information and what
the deal is with the transaction.
