I've playing arround and I can get to this... don't know how it would look like applied to your whole picture:

First, open the image
then duplicate your image in a new layer, make sure it is on top of the original layer.
Next, apply the High Pass filter (Filter > Other > High Pass) I did it with a value of 2 pixel radius, but you might want to play with the values.
Then invert the layer with the high pass filter.
Change the blending mode to multiply, you will already see some improvement, although you might want to play with the levels (be careful because this might worsen the pattern)
hope it helps. It's probably not the ideal solution, but I have the feeling that it's along those lines, which the high pass that allows you to isolate the hexagons from the image.
