Default Bit OT: Image enhancement advice

Hi,

this is a bit Off Topic so my apologies first up. I don’t frequent other forums, all my photo friends are here so I thought I’d ask your opinions. Moderator please feel free to remove this post if inappropriate. Who knows though, the image may have been taken with a Leica?

I have been asked to make some reproductions of an image of my Grandfather in uniform for my family members; The only image I have to work from is a studio portrait from around the 1940’s that is about 8x10 in size. I can make a scan up to 1200 dpi in res and have access to large format printing.

The problem is that the original's print paper has an antiglare hexagonal like imprint finish and I am wondering if there is some kind of technique or Photoshop plugin that will perhaps remove this and improve the output? I have attached a crop of the eye area to show the effect.
